Bulgaria’s President Rumen Radev has made the unprecedented decision to reject the new caretaker government proposed by interim prime minister Goritsa Grancharova-Kozhareva. Radev believes that the cabinet would not guarantee fair parliamentary elections, which were scheduled for October 20th. The main point of contention is Interior Minister Kalin Stoyanov, who Radev insisted be replaced. When Grancharova-Kozhareva refused to make the change, Radev announced he would not sign the decree authorising her government.
The situation has caused a political crisis in Bulgaria, where parliamentary elections have already been held six times in the past three years without a stable government being formed. Grancharova-Kozhareva, reportedly under political pressure to replace Stoyanov, has handed a report to the Prosecutor-General’s office.
Constitutional experts are divided on whether the issue is purely political or also constitutional in nature. Some believe that MPs should pressure the president to sign the decree, while others assert that the crisis stems from the National Assembly’s failure to provide a complete list of candidates for the president to choose from. As a result of Radev’s rejection, the upcoming elections have been indefinitely postponed. The situation in Bulgaria remains uncertain as the country grapples with the unresolved political crisis.
