Mastermind behind bomb plot in Hong Kong protests sentenced to almost 24 years in prison


Hong Kong’s high court sentenced a man, Ng Chi-hung, to 23 years and 10 months in prison for masterminding an alleged plot to attack police with explosives during the city’s 2019 pro-democracy protests. Another defendant, Wong Chun-keung, received a sentence of 13 years and six months. Five others were also sentenced to between 5 years and 10 months and 12 years for various offenses related to possessing firearms and abetting the manufacture of explosives. This is the first time the U.N. anti-terrorism ordinance has been used in Hong Kong since 2002. The judge described the plan as premeditated and intended to target police officers as a “declaration of war on society.”

Steve Li, a chief superintendent for national security in the Hong Kong police, stated that the sentence was the heaviest for any offense linked to the 2019 protests and believed it would have a substantial deterrent effect. The defendants had planned to plant two bombs during a protest march in December 2019, but arrests were made, and the plan did not go ahead. One defendant, Lai Chun-pong, who pleaded not guilty but was found guilty, received a sentence of 10 years and 10 months.

The ruling comes as 45 leading democrats in Hong Kong face sentencing in a separate national security case for an alleged subversive plot from 2020. This reflects the ongoing national security clampdown by China in Hong Kong, targeting individuals involved in activities deemed a threat to society.
